If one or both of your parents were born in Jamaica, you are likely entitled to Jamaican citizenship — even if you were born and raised in Canada, the UK, the US, or anywhere else. Thousands of people in the diaspora don't realise they already have the right to a Jamaican passport. This guide explains exactly how to claim it.
What is Citizenship by Descent?
Citizenship by descent (also called citizenship by parentage) means that you can become a citizen of a country because your parents — or in some cases grandparents — were citizens of that country. Jamaica recognises this right under the Jamaican Nationality Act.
This is different from naturalisation (where you live in a country for years and then apply) or citizenship by birth (born on Jamaican soil). Citizenship by descent is a right you inherited at birth — you just need to claim it formally.
Do You Qualify?
You may be entitled to Jamaican citizenship by descent if:
- Your father or mother was a Jamaican citizen at the time of your birth
- Your father was a Jamaican citizen and your parents were married at the time of your birth (for births before certain legislative changes)
- You were born outside Jamaica to a Jamaican parent
✅ Both parents don't need to be Jamaican. Even if only one parent was Jamaican at birth, you may qualify. The key is that at least one parent was a Jamaican citizen at the time of your birth.
Three Types of Jamaican Citizenship Claims Through PICA
The Passport, Immigration and Citizenship Agency (PICA) handles all citizenship applications. There are three relevant categories:
1. Citizenship by Descent (Section 3B)
For persons born outside Jamaica to a Jamaican parent. This is the most common route for diaspora children and grandchildren.
2. Citizenship in Case of Doubt (Section 3C)
For individuals who have a claim to citizenship but cannot produce the usual documentary evidence. PICA investigates and determines your status.
3. Renunciation and Re-admission
For persons who previously renounced Jamaican citizenship and wish to reclaim it.
Step-by-Step: How to Apply for Citizenship by Descent
Confirm your eligibility
Verify that at least one of your parents was a Jamaican citizen at the time of your birth. Gather any documents that confirm this — their Jamaican birth certificate, passport, or National ID.
Gather your documents
See the full document list below. Missing documents are the most common reason for delays — have everything ready before submitting.
Complete the PICA application form
Download Form RG.CN.06 from the PICA website (pica.gov.jm) or collect it from any PICA office.
Submit your application
Applications can be submitted in person at PICA's offices in Kingston, Montego Bay, or through a Jamaican High Commission or Embassy abroad.
Attend an interview if required
PICA may request an interview to verify your claim, especially for complex cases or Citizenship in Case of Doubt applications.
Receive your Certificate of Citizenship
Once approved, you receive a Certificate of Citizenship. You can then use this to apply for a Jamaican passport.
Documents Required
| Document | Notes |
|---|---|
| Your birth certificate | Original or certified copy. Must show parents' names. |
| Your Jamaican parent's birth certificate | Original or certified Jamaican birth certificate |
| Your Jamaican parent's Jamaican passport or National ID | Current or expired — shows they were a Jamaican citizen |
| Marriage certificate (if applicable) | Required if claiming through your father and parents were married |
| Your current passport or national ID | Valid photo ID for the applicant |
| Two passport-sized photographs | Recent, coloured, white background |
| Completed PICA application form | Form RG.CN.06 |
⚠️ Documents not in English must be officially translated. If any document — such as a foreign birth certificate — is in another language, you must include a certified English translation.
Costs and Processing Time
| Stage | Cost (approx.) | Timeline |
|---|---|---|
| Citizenship by descent application | JMD $5,000–$10,000 | 6–12 weeks |
| Certificate of Citizenship | Included in application | Issued with approval |
| First Jamaican passport (after citizenship) | JMD $5,500 (adult) | 3–6 weeks additional |
What Happens After You Get Citizenship?
Once you receive your Certificate of Citizenship, you can immediately apply for a Jamaican passport through PICA. With a Jamaican passport you can travel on a Jamaican travel document, live and work in Jamaica without any immigration restrictions, access government services as a citizen, and eventually qualify for a Jamaican National ID card.
Dual Citizenship — Will You Lose Your Other Passport?
Jamaica permits dual citizenship. Getting Jamaican citizenship does not require you to give up your Canadian, British, American, or other citizenship. However, you should check the rules in your current country of citizenship — some countries do not permit their nationals to hold dual citizenship, although most do.
✅ Canadian, British, and American citizens: All three countries permit dual citizenship. You can hold a Jamaican passport alongside your existing passport with no legal issue.
What if You Don't Have All the Documents?
Missing documents are the most common obstacle. If your Jamaican parent's birth certificate was never registered, or has been lost, PICA can sometimes work with alternative evidence such as baptismal records, school records, family Bible entries, or sworn affidavits from relatives.
In cases where documentation is severely lacking, you may need to apply under the "Citizenship in Case of Doubt" provision (Section 3C), where PICA investigates your claim and makes a determination.
Let The Attaché Handle Your Citizenship Application
Citizenship by descent involves assembling documents from multiple countries and navigating PICA's process. The Attaché team handles the entire application on your behalf — document gathering guidance, form preparation, submission, and status tracking.

Frequently Asked Questions
My grandparent was Jamaican — does that count?
Citizenship by descent in Jamaica is generally claimed through parents, not grandparents. However, if your parent was born in Jamaica but never claimed their own citizenship, they may be able to claim it first, and then you can claim through them. This is a complex situation that often requires professional guidance.
I was born before my parents were married — can I still claim?
Jamaican law has evolved on this point. For recent births, citizenship can be claimed through either parent regardless of marital status. For older cases, the rules are more complex. Contact PICA directly or use The Attaché service to assess your specific situation.
How long does the whole process take?
From application to receiving your Certificate of Citizenship typically takes 6–12 weeks, assuming all documents are in order. Applying for a passport after that takes a further 3–6 weeks. The entire process including passport can take 3–6 months.
